EU’s New Regulation Takes Effect: The Era of Full-Unit MID Certification for EV Chargers Is About to Begin, Marking a Watershed Moment for the Industry
A provisional agreement from the European Union has officially brought electric vehicle charging stations under the scope of the Measuring Instruments Directive (MID). This means that, in the future, all EV chargers entering the EU market will be required to obtain MID certification for the entire unit.
On November 18, 2025, the official website of the Council of the European Union released a press statement announcing a landmark provisional agreement reached between the Council and the European Parliament on updating the Measuring Instruments Directive (MID).
The core change of this agreement is the formal inclusion of all Electric Vehicle Supply Equipment (EVSE)—commonly known as charging stations—within the mandatory certification scope of the MID. In the past, only certain metering modules of charging stations might have been required to comply with relevant standards, but the complete charging unit had never been explicitly subject to statutory metrological certification.
1. Legislative Background
The EU’s current Measuring Instruments Directive was originally adopted in 2004 and updated in 2014 to align with the principles of the New Legislative Framework. It established unified EU market access rules for measuring instruments used in commercial transactions, such as water meters, gas meters, electricity meters, and heat meters.
With the deepening of the green and digital transitions, the existing regulatory framework has become insufficient to cover new types of measuring instruments, such as electric vehicle charging stations and compressed natural gas (CNG) dispensers.
Some key requirements have also become outdated and are no longer technologically neutral. For example, earlier display requirements limited the adoption of modern digital solutions that could benefit consumers.
This lag in technical harmonization has become a bottleneck for market development and consumer protection. As a result, revising the MID once again has become an inevitable step for the EU in advancing its energy transition and building a unified technical standards system.
2. Key Changes
The most closely watched aspect of this revision is undoubtedly the significant expansion of its scope. The agreement clearly states that the new directive will extend its coverage to all electric vehicle supply equipment.
This means that EV charging stations sold and used in the EU market must, as complete measuring instruments, meet the statutory MID requirements for metrological accuracy, safety, and reliability, and must be certified by designated notified bodies.
This requirement applies not only to AC charging stations, but also to high-power DC fast chargers. It even explicitly includes equipment used to supply electricity to railways, vessels, and aircraft.
The revised directive also introduces specific requirements for the cables used in such equipment, ensuring that they can be easily replaced in the event of damage or theft, without affecting the performance requirements of the measuring instrument.
3. Transitional Arrangements and Impact
To ensure a smooth market transition, the new regulation provides sufficient preparation time for all parts of the value chain. Under the agreement, Member States will have 24 months to transpose the new rules into national law.
The new directive will formally apply 30 months after its entry into force. Measuring instruments that comply with the current regulations will still be allowed to be placed on the market before the new directive becomes applicable, ensuring sufficient supply.
For newly included products such as EV charging stations and CNG dispensers, a longer transitional period of 48 months will apply, allowing both regulators and industry stakeholders adequate time to prepare for the new requirements.
To prevent certification bottlenecks at notified bodies, the designation of notified bodies and the issuance of certificates for products already covered by the MID will be carried out in advance, between the national transposition period and the application date of the new rules, reducing the risk of certification backlogs once the directive takes effect.
4. Industry Impact and Outlook
By bringing complete EV charging stations under MID certification, the EU has signaled the arrival of a new era of standardization and high regulatory thresholds in the global charging infrastructure market. This undoubtedly raises the technical and market entry barriers for all charging station manufacturers targeting the EU market.
For the many Chinese charging station exporters, this represents both a challenge and an opportunity. The challenge lies in the need to integrate MID requirements—such as metrological performance, data security, and traceability—into product design from the very beginning, requiring technical upgrades and process adjustments that will inevitably increase R&D and certification costs.
The opportunity, however, is that companies that plan ahead and obtain certification early will gain a clear first-mover advantage in future competition within the EU market, enabling them to capture market share. At the same time, this will push the entire industry toward higher product quality and technological sophistication.
The new regulation also specifically addresses the growing problem of cable theft and damage, reflecting the EU’s consideration of physical infrastructure security and operational reliability when drafting technical regulations. It is foreseeable that charging stations with anti-theft and easy-replacement cable designs will become more competitive in the market.
As the EU places a legal “tightening band” on the metrological accuracy of charging stations, the rules of the game for the global EV charging industry have been fundamentally rewritten. This is not merely a regulatory update, but a systematic reconstruction of the trust framework for infrastructure metering at a critical stage of the energy transition.
It signals that any charging station seeking to establish itself in the EU market must first and foremost be a fair and accurate “scale” that can withstand statutory verification.
